People tend to associate with others who are like themselves in various ways. Some groupings revolve around politics, some revolve around race. Other groups might be interested in the same hobby or the same professional interests. In all these cases, the people who form these groups are attracted to each other because they feel comfortable when surrounded by like-minded people. Spirits are like that too. The law of attraction can be summed up in the phrase “like attracts like”.
Even though the lower planes may not be especially pleasant when compared with higher planes, the spirits who gravitate into any given sphere due to the law of compensation are likely to be attracted to at least some of the like-minded spirits they find there. Those spirits tend to band together forming their own social groups. Thus the law of attraction acts as a kind of compensation for the lowly state of these spirits and allows the spirits in any given grouping to live in an uneasy sort of relative harmony.
However, the law of attraction works throughout the entire spiritual realm except in the very highest planes where the spirits have lost not only the need for physical bodies, but also most of their individual identities. The difference between the Summerlands and the increasingly Hellish layers below is that above the transitional plane, individual social groups remain in harmony with each other, while in the lower spheres, and even in the lower Winterlands, the spirits tend to form themselves into structures that look increasingly like city gangs. In the hells, they are more like prison gangs that remain in a continual state of brutal war not only with competing gangs, but even between members of the same gang.
